Minnesota PRSA is honored to feature Minnesota’s first Chief Inclusion Officer, James C. Burroughs, II for its Breakfast with a Legend to be held at the State Capitol. Burroughs will share about the changing demographic landscape of the state, the workforce, and Gov. Mark Dayton’s and Lt. Gov. Tina Smith’s commitment to inclusion for all Minnesotans, as well as field questions.    


Immediately following Breakfast with a Legend, attendees will have an optional opportunity to tour the newly renovated State Capitol.


Burroughs made history when he was appointed by Governor Dayton in April 2016 to serve as Chief Inclusion Officer. Mr. Burroughs is responsible for leading the

Dayton-Smith Administration’s efforts to increase the percentage of jobs held by people of color and persons with disabilities across state government, and expand economic opportunity for others who are underrepresented within the state’s contracting and procurement.


But what does his role entail and how does he interface with Public Relations professionals? Hear about the impact of Mr. Burrough’s work and his passion for the people and issues in Minnesota. He will share his journey to influencing change at the highest levels of our state’s government. Shortly into his tenure, the breadth and scope of Mr. Burrough’s legal and diversity and inclusion skills were put into effect: from encouraging the Governor to honor Minnesota Public Radio Editor Toni Randolph after her untimely death; to the annual Governor’s Council Dr. Martin Luther King, Jr. rally, march and closing program at the Ordway; to building bridges in communities in the wake of tragedies.


Mr. Burroughs is strongly committed to the Twin Cities region; he serves on the Board of Directors for Twin Cities Habitat for Humanity; and the Advisory Boards of the Memorial Blood Center and Youthprise. A Detroit, Michigan native, he is a graduate of one of the Historically Black Colleges and Universities’ (HBCU) Morehouse College and The Georgetown University Law Center. Mr. Burroughs is a member of Omega Psi Phi Fraternity, Incorporated, the first international fraternal organization for men that was founded on the campus of the HBCU, Howard University. He is also the proud father of an extremely smart and beautiful daughter, Teresa Ann Burroughs.
